The right to education is a fundamental human right and the Constitution and Additional Protocol No. 1 to the European Convention on Human Rights stipulate that no one may be deprived of this right. However, the right to education is not regulated as an absolute right that cannot be changed under any circumstances; its scope is regulated by law, as stated in the Constitution. In Turkey, prisoners’ access to these rights is regulated by laws, circulars, regulations and protocols. There are also basic international texts that are/should be taken as reference when making these arrangements.
